President Evan Trotter - Nick Nolte

Elected in a contentious battle with incumbent Noah Daniels, Evan Trotter had a narrow margin of victory and is well aware of his fractious, limited political power. Trotter had a career as an action hero in the '80s and a New York Senator in the early 2000s, and he is widely seen, not only by his opponents but by the entrenched power in his own party, as a populist face without any real policy chops. In truth, Trotter has difficulty making hard decisions or sticking with them, and he's allowed political realities to compromise him more often than not, but at heart, he's an idealist who believes in the ability of the government to do good.
First Lady Marian Trotter - Tyne Daly
An ex-journalist who spent time in various war zones and then a lot of time on anti-war charities, Marian Trotter is more despised by the opposition party than her husband. She is also a lot more politically savvy, considerably more hard-line about her own political points of view and, in the view of many, the real power behind the throne. Trotter is not power-hungry, however... she's just seen too much horror to compromise in the name of expediency, and her idealism can lead her to some ruthless political moves.
Chief of Staff Norman Lamont - George Wendt
A career politician from Massachusetts, Norman Lamont has served as mayor, governor and senator for his home state. In between all of that, he's been a lobbyist for various corporations. He is the political wizard behind Trotter's populist face, but he's also the guy who, more often than not, encourages him to compromise in the name of the bigger picture. Lamont and Trotter's wife clash often, so much so that their feuding is an open secret amongst the Washington press, and many think Lamont is completely compromised by his many corporate and political ties.
Harrison Bell - Jim True-Frost
A young crusader with a bent for politics, Bell made his name covering California city and state issues, but when he successfully exposed the excesses of CTU Los Angeles, he became a national figure. After a whirlwind press tour, book deal and bidding war, he landed at the Washington Post as their newest White House correspondent. He's known inside the White House as a tenacious annoyance with a nose for dirt, but also as someone with a genuine watchdog agenda, even if it does go hand in hand with a desire for personal fame. To his credit, he could easily have had his own cable news show, but chose to stay in investigative journalism. In the Lamont/First Lady Trotter feuds, which Bell gleefully reports on, he tends to favor Trotter.
CTU
Director Alberta Mosely - Queen Latifah
A recent transfer from her job as deputy director of CTU New York, Alberta Mosely is a warm and friendly face, quite different from the usual hard-nosed bureaucrat who runs CTU. She is a believer in diplomacy and negotiation as much as military and law-enforcement tactics, and many think she's angling for a job in the State Department. She's seen as soft by some, due in large part to her loyalty to her people, including keeping on as head of field operations an older, injured agent who she brought with her when she came in, but she has plenty of hidden steel when it comes to getting things done her way. Her outward friendly appearance masks a somewhat distrustful view of anyone she hasn't known or worked with for years.
Sierra Tandy (CTU Logistics) - Jaime Murray
A former MI6 analyst who moved to the U.S. when she married her second husband, Sierra Tandy is a spirited and brash individual. She's given to theatrical bursts of anger and frustration, which is probably why she was passed over for the promotion she desperately wanted to head up CTU Los Angeles. This, along with a general disdain for the "barely capable idiots who work here", has made her somewhat unpopular with the troops. Unfortunately for them, she has a brilliant tactical and analytical mind, spotting patterns and clues long before anyone else, and she's always bringing leads and closing cases, which has endeared her, at least in a professional capacity, to both Rawlings and Mosely.
Terry Governe (CTU Communications) - Jerry Ferrara
A computer hacker in his younger days, Governe nearly didn't get into CTU thanks to his juvenile record, but after he threatened a court challenge, and helped Jack Bauer and Chloe O'Brien on an important case, he managed to get the government job he coveted. Governe is a bit lazy, and he takes the phrase "good enough for government work" as something of a personal motto. When pushed into action, though, he's the most talented computer technician CTU has. Whether that's through Tandy's bluster, Rawling's intimidation or Mosely's charisma, more often than not, Governe can be coerced to come through in the clutch.
Archie Darrin (CTU Communications) - Danny Strong
Less talented, less rebellious but considerably more reliable than Governe is Archie Darrin, the stereotypical nerd yin to Governe's bad boy geek yang. The two are close friends, but Darrin is a true believer in CTU's mission, and wants nothing more than to help out logistics and field ops in any way he can. Unfortunately, he's not as talented at improvising, or as willing to break the rules, as Governe is.
Derrick Ballen - Kyle Gallner
In his early twenties, Ballen has perfected the role of drug-dealing scumbag. He thinks nothing of the lives that his gun and drug smuggling cost, and he's ruthless when it comes to running his crew, which mostly consists of young, often underage, dope fiends who wind up dead when they make a mistake, often at the hands of other young dope fiends who take their place in Ballen's organization. He spends a lot of time in clubs and private parties, and most of his ill-gotten gains go to making sure he's a feature on the hip young entertainment scene.
Haley Simms - Tina Majorino
The only sentimental attachment Ballen has, Haley Simms was his pothead girlfriend in high school, and she has become the soft voice of his organization. She's got a sweet, laid-back nature which allows her to relay Ballen's more harsh orders in a way that gets the rank and file on his side. She's a weak link in the organization, constantly high and blissfully unaware of much of the danger of what they do, but Ballen sincerely loves her, and will go to almost any length to protect her.
South America
Marcielo Rocha - Jimmy Smits
A Brazilian native who attended college at Harvard, Rocha returned to his native country as part of the massive multicorporation RKN, operating as a senior executive involved in building military bases and technology for RKN's private military operations in the region. He is a workaholic with a strained relationship with his family, although he does love them dearly. He went to school with President Evan Trotter and other movers and shakers in international politics, and is unafraid to call in those favors.
