Erin Wagner - Jamie Lynn-Sigler
The deputy press secretary, Erin Wagner is friendly, confident and funny, able to dodge questions and disarm tension with the best of them. She is well-liked around the White House and in the press corps. She harbors some small resentment at being little more than a glorified gopher and go-between for the press and the press secretary, but she hides it well, even if she's always looking for the next move that can gain her some political favor with someone who can help her career in the future.
Sheila McKay - Catherine Dent
Not much is known about McKay at this time, except that she is a lobbyist for RKN and she was meeting with Norman Lamont.
Chloe O'Brien - Mary Lynn Rajskub
Chloe O'Brien is a skilled computer technician who worked for CTU for a long time, until being transferred to Homeland Security as part of the reorganization of CTU Los Angeles. She is rarely sent on field assignments; however, she has demonstrated proficiency with weapons. Despite her lack of social graces, Chloe has gained several friends at CTU and has shown to have a great deal of loyalty to them. That includes Jack Bauer, whom she has had a complicated relationship with, but whom she has often gone well above and beyond the call of duty to help.
Bill Buchanan - James Morrison
Bill Buchanan was the head of the Los Angeles Counter Terrorist Unit (CTU) until he was forced to step down due to backing the actions of Jack Bauer. He married Karen Hayes, who then moved to Washington, and eventually moved to Washington to join her. He was retired for a short time before being called in to serve as Head of Homeland Security when Trotter was elected. Bill Buchanan functions as a stoic center figure, sort of the grown-up in the room, the straight man for other people who certainly make it a more colorful place to watch. Prior to becoming the Special Agent in Charge at the LA CTU office, he was the Associate Special Agent in Charge at the Los Angeles Division office. Buchanan started his career as an agent with the New York Domestic Unit.
CTU
Deena Katz - Robin Weigert
The older sister of William Katz, Deena is a community organizer and political activist who has done a lot of work on privacy and anti-war campaigns. Her family's record of military and intelligence service has given her a voice that she has used on a variety of talk shows. Rawlings is a genuine believer in the need to watchdog intelligence and military activities, because she has heard stories all her life about what actually goes on in those realms. She is not entirely pragmatic, with a belief that much of the terrorism and military threats that the United States faces are self-created.
Gerard Vasquez- Michael Pena
A slick, sleazy operator who loves being in the United States, Gerard Vasquez is a third-rate Mexican criminal with first-rate connections. He's sloppy in actually executing his smuggling and kidnapping operations, but he's careful in terms of who he talks to. So he doesn't accomplish as much as he could if he were more cautious in actually doing things, but he's also difficult to catch or build a case against. He's a chauvinist pig who has some rape in his past, and he's got a personal coke habit that helps fuel his interest in the drug game.
Special Agent Kristin Hall - Sarah Polley
Agent Hall is a young, attractive agent whose fieldwork has been barely above adequate, but who has shown a propensity for liasing effectively with other agencies. Her willingness to let others take the lead has made her a perfect match for operations where the government wants someone else to be on the hook for any difficulties, and she has often been teamed with private citizens on cases involving kidnapping, espionage and organized crime.
Preston Archer - Michael Jace
Preston is a Harvard-educated lawyer who quit his private California law firm after losing his wife and child to a botched kidnapping, after he had successfully negotiated their release. Vowing that he'd never let anything like that happen to another family, he trained with the FBI and private security companies to become a kidnapping retrieval specialist, and quickly rose to the top of his game. He has a lot of contacts in the corporate world, and unlike many retrieval specialists, he has a somewhat friendly relationship with law enforcement, because he knows how to interface with the legal, field and negotiating sides of a hostage exchange.
South America
Rodrigo Dominguez- Dan Hedaya
A Mexican criminal and professional kidnapper who fled Mexico for Brazil after a jail term, Rodrigo is ruthless and very skilled when it comes to his profession. He always aims to get money and get away clean, and if he has to give up the former to get the latter, he'll do so in an instant, killing the victim and disposing of the body and moving on without a second thought. He's a careful planner, and he always has at least two exits planned from wherever he is. In fact, this stems from a very real fear of jail, earned when he was a teenager in Mexican prisons for larceny and assault. He suffered greatly at the hands of his older cellmates, and never wants to go back.
